Qatar has created Doha Investment, a dedicated division inside the Qatar Investment Authority, to manage and develop the sovereign wealth fund's domestic portfolio. The unit will initially oversee 45 state-owned enterprises representing roughly one-third of QIA's estimated assets.

The mandate includes strengthening national champions, helping emerging businesses grow, supporting privatization, deepening capital markets and attracting international capital and expertise. It represents a clearer separation between QIA's international wealth-building role and the active development of Qatar's domestic economy.

Why the structure matters

Consolidating a large group of state-owned companies under a dedicated manager creates the possibility of common performance standards, clearer capital allocation and more deliberate partnership with the private sector. It may also make assets easier to prepare for strategic investment or partial privatization.

The launch comes while disruption around the Strait of Hormuz is pressuring Qatar's gas-dependent income. At the same time, non-hydrocarbon activities accounted for 65.5% of real GDP in the third quarter of 2026, underlining how central diversification has become.
