The proposal is not to stop innovation. It is to connect major capability advances to tests and safeguards that can be independently examined. That distinction matters for organizations adopting agents that can take actions across business systems.

What Gulf institutions should require

Healthcare, finance and government buyers should put agent-behavior evaluation, action logs, technical isolation, permission limits and audit rights into AI contracts. A fast proof of concept is not enough if the buyer cannot show what the system did or stop it from crossing a boundary.
