China has announced plans to lead the creation of a BRICS open-source artificial intelligence zone focused on language models, training and open technology ecosystems. The proposal was presented alongside ideas for cooperation among special economic zones and a services-trade forum in 2027.

For the UAE and Egypt, both members of the expanded BRICS grouping, the initiative creates another channel for technical collaboration outside Western vendor ecosystems. It could widen access to models, compute partnerships, research and skills—especially where local adaptation and Arabic capability are priorities.

Why open source matters strategically

Open models can give institutions more control over deployment, customization and data location. They may reduce dependence on a single API provider and make it easier to build sector-specific systems. For governments, universities and regulated industries, that flexibility can support sovereign capability.

But open access does not remove supplier risk. Organizations still depend on training data, software libraries, hardware, hosting and ongoing model maintenance. The relevant comparison is the full operating system and its governance, not the download price of a model.

Opportunities for the UAE, Egypt and the wider GCC

Research partnerships could accelerate Arabic evaluation datasets and models for health, public services, law and education. Special economic zones can attract companies that need compute, capital and access to regional customers. Cross-border training could also deepen the pool of engineers able to adapt and operate open models.

Commercial opportunities will emerge in secure hosting, evaluation, fine-tuning, observability, cybersecurity and migration between model providers. These services help organizations turn access to a model into a dependable product.

Governance questions buyers cannot skip

Institutions should document model provenance, licensing, data protection, sanctions exposure, export controls and supply-chain security. They also need portability plans: data, prompts, evaluation sets and application logic should not become trapped in one geopolitical or technical ecosystem.
