TikTok launched TikTok Ad Network in the United States on 5 October 2026, making the market its 48th. The product, previously known to advertisers as Pangle, extends campaigns to nearly 400,000 apps and what TikTok describes as more than one billion daily active users. What advertisers are actually buying

The advertiser uses TikTok's buying system and creative, while delivery can happen in partner apps beyond TikTok. This creates one campaign surface with additional inventory, but it also changes placement context, attention quality and fraud exposure. Reach is not automatically equivalently valuable reach.

How to interpret the early numbers

TikTok cites early internal results including 65% better CPA, 63% stronger ROAS and 14% better budget utilization. Those figures are directional vendor evidence, not independent benchmarks. They may reflect selected campaigns, attribution rules or easy initial inventory and should not be used as a forecast for a GCC account.

A clean incrementality experiment

Separate an Ad Network test from the core TikTok campaign. Keep offer, conversion event, geography and creative concept comparable. Use placement reporting, verification and a holdout region or audience where possible. Measure qualified conversion, new-customer share, revenue, refund rate and assisted conversion, not only platform CPA.

Brand safety and creative fit

Use IAS or DoubleVerify where available, apply category exclusions and inspect app-level delivery. Creative built for TikTok may feel native in some apps and disruptive in others; build a small set of variants for sound-off viewing, different aspect ratios and shorter attention windows.
